The 2027 SEC transition: What G1, G2, G3 banding means for your child

From 2027, Singapore secondary school students will sit the Singapore-Cambridge Secondary Education Certificate (SEC) instead of the GCE O-Level. The shift has been planned for years and is part of a broader move away from streaming. What it means in practice depends on which year your child entered Secondary 1.

From streams to subject-based banding

Under the old system, a student was placed in Express, Normal (Academic), or Normal (Technical) at the end of Primary 6. That stream determined the difficulty band of every subject they sat. A strong Mathematics student in N(A) sat N(A) Mathematics regardless of how good they were.

The new banding — G1, G2, G3 — assigns a level per subject. G1 is the most foundational; G3 is the most demanding (closest to today's O-Level). A student can sit Mathematics at G3 and Mother Tongue at G2 in the same year, and the school timetable accommodates this.

What changes on the certificate

The SEC will be one certificate listing each subject and the band at which it was taken, with the grade. The G3 grade descriptor maps loosely to the old O-Level grades but is not identical, and direct A1/A2/B3 comparisons should be treated with care during the transition.

Singapore institutions — polytechnics, JCs, ITE — are publishing their SEC entry criteria as the cohorts come through. The cut-offs are expressed in the new band-grade combinations, not converted back to O-Level grades.

Who is affected, and when

• Students entering Secondary 1 in 2024 or later: full SEC cohort. They will not sit O-Level.
• Students who are currently Sec 2 or Sec 3 in 2026: a transition group. Their cohort's arrangements are published year by year by MOE.
• Students who completed Secondary 4 in or before 2024: standard O-Level; no change.

What this means for tutoring

The honest version: any tutor or platform still labelling materials as "O-Level Express Mathematics" for a 2027 cohort is using old language. They may still be teaching the right material — the syllabus content didn't change overnight — but the framing is dated and the assessment format will differ.

For AL1 Tutor families: as your child enters the SEC cohorts, the Secondary level designations in the app will migrate to G1, G2, G3 with the changeover. The MOE syllabus mapping in the background already references the SEC framework.
